This image is based on the port city of Le Havre, France, which is located in northern France. Its appearance of tranquilly hides a nagging sense of worry. Maresfield, Sussex, where Wadsworth could hear the Germans bombarding French ports as they closed in on the British at Dunkirk, was the location where Wadsworth painted it in May 1940.
